Our company was founded on a simple belief: meaningful innovation begins by understanding the people who rely on the ocean every day. Before developing new technology, we first seek to understand the challenges fishermen face, the methods they trust, and the realities of working in demanding marine environments.
Rather than asking fishermen to change the way they fish, our goal is to develop technologies that complement established fishing practices while improving efficiency, consistency, and long-term sustainability.
At the heart of our company is an adaptable marine technology platform that can be engineered for different fisheries and regional applications. This approach allows our products to be developed around the preferred bait, fishing methods, and operational requirements of each fishery rather than forcing a single solution into every application.

The people behind Plume Masters Marine
Michael William Power
Inventor & Innovator
Michael William Power is an inventor whose work has crossed several fields, from wireless proximity technology and human movement monitoring to pressure-sensitive flooring and marine bait technology.
One of his early inventions was a wireless proximity-switch system for anti-gambling applications, for which a U.S. patent application was filed in 2000. The concept explored the use of wireless proximity technology to identify and control interactions associated with gambling environments. The U.S. Patent and Trademark Office records identify Michael Power as the inventor on application 09/560,980, titled Wireless Proximity Switches System For Anti-Gambling Applications.
That work became part of a broader line of thinking about identification, proximity, and movement. This research ultimately contributed to the development of Vitrak’s monitoring technologies and the later Stepscan pressure-sensitive flooring system.
Power was subsequently named as an inventor on the Floor Monitoring System patent family. The technology used interconnected pressure-sensitive floor tiles to determine where, when, and how weight was applied and could identify individuals moving across the monitored floor.
The system also incorporated wireless identification technology. The patent describes a transmitter worn by an individual, including a transmitter housed in a bracelet or other personal accessory, which could communicate with the floor-monitoring system.
This work evolved into the Stepscan platform, connecting wireless identification, pressure sensing, movement detection, and computerized analysis.
Power’s subsequent inventive work has continued into other fields, including marine technology. Today, through Plume Masters Marine, he is developing controlled-release bait technology intended to improve the effective working life and utilization of fish bait across commercial and recreational fisheries.
His work reflects a recurring approach: identify a practical problem, look at the underlying physical or technological interaction, and develop a system that can measure, control, or improve that interaction.
Robert “Bob” Cecil
Systems, Marketing & Technology
Bob Cecil brings close to six decades of systems, marketing, and technology experience to Plume Masters Marine.
He studied physics, chemistry, and biology at the University of Toronto before moving into business. As national marketing manager for Hallmark Greeting Cards in Toronto, he was responsible for a retail network of 3,600 stores.
He went on to found and operate a number of computer companies. He pioneered the introduction of bar coding to Canadian drug stores, with chains including Rexall and The Medicine Shoppe among his clients.
Before the web went visual, he was one of a small group of early internet service providers in Canada, and he co-created the Toronto Internet Co-op, a free, volunteer-run access service. He later founded IT Superstars, an early online skills-testing platform for senior software developers, with tests written by a team of PhDs.
Today, based on Vancouver Island, British Columbia, he works alongside Michael Power on the company’s business strategy, systems, and commercial development.
His approach is consistent across every field he has worked in: understand how the whole system fits together, then build the structure that lets a good idea reach the people who need it.
Wayne McCarron
Co-Founder & Business Operations
A seasoned business builder with over 40 years of entrepreneurial leadership across multiple industries. Wayne’s track record includes founding and managing a successful commercial carpet contracting enterprise, owning and operating a thriving hospitality business for two decades, and managing a substantial residential and commercial rental real estate portfolio for over 30 years. He brings invaluable operational discipline, practical asset management, and deep business acumen to the enterprise.
